Martín Vizcarra: the new measures of the Government to face the coronavirus
The President of the Republic, Martín Vizcarra, announced this Thursday the extension of the state of national emergency until April 12 in order to control the expansion of the coronavirus (COVID-19) in the country, which has already generated 580 cases of contagion and 10 deaths from the disease, according to the report of the National Institute of Health (INS).
“We have made the decision today that through a decree we extend the state of emergency by 13 calendar days. In such a way that this state of emergency is now mandatory for all citizens until Sunday April 12 inclusive, “he said during a new press conference.
The following is a summary of the new government measures to curb the increase in those infected with coronavirus.
580 infected with COVID-19
At first, Martín Vizcarra spoke of the new figures obtained after carrying out 9 thousand 219 tests which have been shown and processed, determining a discard of 8, 639 people and leaving 580 positive cases for coronavirus to date.
In this context, he affirmed that the average growth of 6% is still maintained despite the fact that there was an increase of 100 people compared to last Wednesday.
It should be noted that of the 580 people who tested positive, 58 are hospitalized. one in the Intensive Care Unit (ICU) and 13 with mechanical ventilation.
However, 14 were discharged, so their prompt improvement is expected. “Hopefully a high percentage of people who test positive will eventually end up in their evolution as healthy people who have overcome this COVID-19 infection,” said the president.
More than 21 thousand detainees
On the other hand, the head of state expressed his discontent at the increase in detainees nationwide. Well, only yesterday 2,568 people were arrested, which makes a total, since the state of emergency began, of 21,074 who ignored government regulations.
Similarly, it announced that much more specific measures would be implemented for greater control in Loreto, Tumbes, Piura, Lambayeque and La Libertad.
This at the request of the Peruvian National Police (PNP) and the Armed Forces, who will more strictly restrict the hours of compulsory social immobilization.
Expansion of national emergency
The first important measure announced by President Martín Vizcarra was the extension of the state of emergency until April 12 as a preventive mechanism in the face of the increase in this global epidemic.
“We have taken this measure to stop the spread of the coronavirus. We see that the disease curve is responding to the parameters we had assumed with it, but we also see that it is necessary to intensify our effort to meet the goals for the benefit of the entire population, ”he mentioned.
It is important to note that this measure also involves the extension of the period of mandatory social isolation and immobilization imposed from 8:00 p. m. until 5.00 a. m.
Likewise, it will continue with the closure of national and international borders, and the suspension of the arrival of cruise ships.

Subsequently, Vizcarra announced the decision to make an “extraordinary appeal” of the Peruvian Army graduates of the last three years in order to “strengthen control” of the streets in the face of the expansion of the coronavirus (COVID-19) in our country .
“The decision has been made to make an extraordinary appeal from the organic reserve of the Army of the graduates of the years 2018, 2019 and 2020. There are a little more than 10 thousand people for a period of 60 days in order to enhance the actions of patrolling and control that our Armed Forces carry out efficiently ”, he maintained.
It is important to mention that this measure will serve to “increase” the number of all law enforcement officers with respect to a new law that seeks to coordinate with the Public Ministry the registration of all offenders who do not comply with the restrictions given during the state of emergency. .
“It cannot be that while a majority percentage of the population with much effort rigorously complies with all measures. Another small percentage puts everyone’s health at risk. With those who fail to comply, we will be much stricter ”, he emphasized.
Funds for vulnerable families
On the other hand, the President reported that the Government will carry out an economic transfer of 200 million soles to the 1,874 municipalities of the country, including the district and provincial ones.
This in order to distribute basic necessities and family baskets to all vulnerable people who cannot survive on their own due to the spread of COVID-19.
“Today we have approved an Emergency Decree that goes with a series of measures that go in support of the most vulnerable population,” said the president.
AFP suspension in April
He also stated that contributions to the Pension Fund Administrators (AFP) will be temporarily suspended in April.
In other words, this amount – part of the salary and which is usually used for the pension fund – will not be deducted from the worker. On this, he said that it will be approved by means of an Emergency Decree promulgated shortly.
Vizcarra added that this would generate that, for the total number of workers, they would be giving more than S / 1,100 million.
Finally, the Government confirmed that dependent workers may withdraw up to 2,400 soles from their Compensation for Time of Services (CTS) fund.
“The withdrawal of CTS of up to 2,400 soles, which is the limit. There are some workers who have smaller amounts, they can withdraw what they see fit. It is so that they have the necessary liquidity, ”he added.
In this regard, he assured that if the total number of workers withdrew 2,400 soles, “the withdrawal would exceed 4 billion soles, which would be an injection into the economy at this time” of the health crisis due to the COVID-19 coronavirus.
